One of the moderators at janet-xone has a post, saying the song was recorded for the Damita Jo album, but didn't make the cut, as many songs don't for albums. It was on vinyl, for possible promotion, then got recorded on mp3 and got circulated. Janet reportedly is not happy about the leak, according to someone who works with her.
