I think they should BOTH be brushed under the rug forever, but i'll go with Express Yourself thanks to a wider gap of history telling me that it was just a blip in the back catalogue, and that Madge had lots of moments of being an AMAZING WORLDCHANGING POPSTAR between it and now.
Born This Way doesn't have that benefit yet. Maybe Gaga will have some proper classic songs in the future, but right now it was the moment that she quite clearly shat away all the potential she had built up of being an amazing world changing popstar to rival Madonna, for me at least. I remember being PROPER excited to see what she was going to come back with, and then out pops Born This Way
I think "Come on girls!" is an awful opening though, it always makes me think Madonna's leading an aerobics class throughout the WHOLE SONG and i can never shake the thought.

Express Yourself hands down. Neither particularly empower or inspire me but it is hands down the better tune.

To be fair the only similarities I hear are in the key the song is sung in and the way the lines go higher at the end. Musically they don't sound alike.
