It looks like they (the producers or songwriters or Britney’s cat or someone) were indeed told it would be a single from ‘Blackout’ but it wasn’t. So it was released as the fourth single from ‘Circus’ instead and topped many international worldwide hit parade top of the pops charts including and limited to Venezuela Pop Rock with much acclaim and excitement from fans about hot new song, etc.
Yes my understanding is that it was some sort of contractual obligation with Bloodshy & Avant that it had to be a single, which could be completely made up but I don't see any other explanation.
