Like we're back in 1998.
Both obviously huge vocal talents in their prime.
Whitney's voice is the more 'traditionally' attractive voice I think. It has a bigger boom and sounds 'thicker'.
Mariah's is softer, more buttery and more agile. Naturally I prefer hers.
I feel quite happy to say that they both had fairly unique qualities against one another, even though they were thrown into the same basket genre-wise.
Nobody could sell a story like Whitney. Even when her voice was shot to shit, she could make you FEEL a song without the bells and whistles. Even when her voice was in its prime, she was able to really get under my skin and that’s what pushed her material to the next level.
Mariah has rarely done that for me, certainly no more than any other artist. But technically she was beyond compare at her peak. She wasn’t just part of the ‘90s gloopy ballad genre - she WAS the genre. I actually think there is a lovely quality to her voice when she hits the right tone. She just rarely ever holds it for long before whistling or whispering.
Mariah was the better technical singer. She made it look so effortless for a good six years at the start.
Whitney had a more pop friendly voice and the way it could glide over a song like How Will I Know as equally as a big ballad was sublime.
I don't think Whitney squeezed more emotion from her vocals than Mariah, just that Mariah was much more comfortable extracting it in subtle ways across the whole spectrum of her vocal range from belting to whisper, whereas Whitney typically got it from the big belted notes, until My Love Is Your Love when she had become much better (out of necessity) at reigning it in and delivering subtle emotion.
It almost feels ludicrous to try and answer the question on balance. I've always preferred Mariah's voice though.
How the HELL can a I possibly choose? Leave me out of this one.

Whitney was the better vocalist, but I prefer Mariah’s work.
On the basis of technical ability and range I’d say Mariah.
But I totally appreciate both.
I listen to neither but I found I always believed Whitney somehow, no matter the material - she could make a piece of pop fluff sound genuinely exuberant, which was no mean feat given some of her early records.
