    In principle, regional devolution sounds ok but then I look at how MASSIVELY SHIT pretty much every single council in the country is and think NO THANKS.

    Is pretty much every council in the country massively shit? And if so, might that not point to underfunding from central government rather than an inherent flaw in local government?

    I think devolution to Greater Manchester is a great idea - they've done wonders already with public transport.
